Default Heads Up Mid Stakes Conundrum

Two hands with a Callstation, I dont take shots this high -- but I was confident in my heads up game against him. He called a pot size bet off a river with Bottom pair.

Did I miss value by not betting the river? Should I have shoved over the 44 dollar bet? He would certaintly call with a lot from a shove, I think J6 might of called, although a scared value bet from him

I know I did not have odds to call this for my set, that wasnt my question. Should I have reraised him preflop with the intention of shoving the flop, because I know he is 3 betting me light here, I knew it right off the bat. I had been 3 betting any 2 broadway cards, 77-AA. I was getting lots of hands, and this played has been losing a few 100 dollar pots so frustration was probably peaking in. I cant shove him all in because it is pot limit, but I think he would be calling with nearly any 2 cards. Even K9, which means I have to take a flip for 200 dollars. Kind of risky, I might have had fold equity. Maybe I should of taken a flop off and see the flop, or fold the hand outright. Comments?
