if 18/15 is your only read I dont like 3 betting this guy for two reasons:
He is UTG
You guys are deep

WAit until you develop more of an understanding of what you think he might call 3 bets with and jus tplay this hand in position. Its hard to stack anyone with an ace or TPTK jack and you are really hoping to hit a dream flop/turn river combo of clubs. This works a lot better with hands like low suited connectors because at least you know where you are at if he raises you on the flop.

As played Id probably c bet the flop.

General question :
In terms of low pocket pairs I'm raising 55 UTG, 44 UTG+1 and 33 cuttoff+button.

Is this good?

Yeah, what krappy said about the 3bet.

And def cbet this flop. You showed strength pf. He checks to you. Bet 1/2 to 3/4 pot on flop. If he calls/raises, you're done with the hand.

I open raise all pocket pairs from any position. Only way to get value out of them when you hit your set.

3-betting an 18/15's UTG open with AJs is pretty bad without any other information. This was actually a decent flop for you since he seems quite tight so go ahead and c-bet and if he sticks around you can just shut down. Since it's a monotone flop I'd go with a bet of just under pot. Unless he has a heart he's going to fold hands like AK/AQ/etc...

Checking behind and dumping it on the turn was also fine though imo.
