Default Home game High hand question

I host a NL holdem cash game at my house where a 5% rake of every pot ,with a $5 max is taken for the high hand jack pot. The basic rule is that you have to use both of your hole cards to qualify and hi hand has to be quads or better. We had a situation last night where after the flop was dealt player one to act just folded his hand not giving player two a chance to act. The question was whether or not the flop and river should be turned over for player two to have fair chance at winning the high hand jackpot. There was a pretty heated debate from player two as you could imagine because his argument was that he had no chance at all for the chance at winning the hi hand. Any thoughts?? Is there any casino that you know of that would deal out the turn and river for player two?

absolutely not. the hand is finished when there is only one player left.

On a side thought what about slowplaying hands that could qualify for the bad beat. you flop quads 250K BB jackpot maybe check hope someone goes runner runner to beat your hand.

this is something that is only occuring to you now? this has been debated to death over the years, and it's really just size of jackpot x probability of hitting jackpot balanced against the expected $ value of playing the hand pot oriented minus the expected $ value of playing the hand jackpot oriented.

however OP's jackpot is a high hand jackpot, different situation. also something to note, is that most casinos that run a high hand (ime) merely require the hand to be tabled to qualify, it doesn't have to reach showdown. if you flop a royal, bet and everyone folds, you table your cards, show that you made the hand, and you get the jp. you still can't rabbit hunt, of course.
