see the interesting thing here is that while action using multiple denominations of chips is governed by the 50% rule, action using same denomination chips is governed by a different rule, which ims says, if taking one chip away leaves /less/ than a call, you've called, else you've minraised.

taking one chip away from n+1 leaves you with exactly a call, not less than a call. so when you put your 19 black chips in, you've raised, but if you put 19 blacks and 1 green in, you've called.
