This answer is a bit strange, but I hope you understand...if we consider the game play at the last betting round rather than at showdown, we may get a statistical interpretation which might seem contradictory.
Taking into account the complete poker scenario and some psychology, the player holding T3 will actually win this hand slightly more often than the player holding T7.
This is because the player holding T3 is more likely to interprete the situation as a bluff opportunity, due to the lost pair which also narrows the range of his opponent so that the most reasonable holding which will call is any king. The argument also assumes that the player holding T7 will occasionally fold to a bet.
If players are equally good and this kind of situation occurs 1000 times, the player holding T3 may be a long term winner in this context.
Aggression is usually a good thing in poker.
